About the role
The Benefit Package Manager is responsible for developing plans for high-quality, cost-effective purchasing of healthcare services designed to ensure maximum health outcomes for the beneficiaries. This role is also responsible for locating, negotiating, and contracting the best healthcare service/solution providers while considering aspects such as quality of care, value for money, and the ability of healthcare providers to respond quickly to changing market demands and health needs. Additionally, the role requires project management skills in the deployment of healthcare programs, plans, and schemes where good knowledge and understanding of healthcare service provision, contracting processes, and healthcare delivery are essential.
What you’ll be doing
Defining Benefit Package Coverage:
Conducting an in-depth literature review on potential services for inclusion inbenefit packages.
Analyse industry trends and emerging technologies to proactively address supply-demand challenges, mitigate risks, ensure supply continuity, and leverage new opportunities.
Establishing the scope and extent of coverage, including but not limited to outpatient visits for primary acute care, chronic care, prescription medications, preventive services, specialised treatments, and health aid equipment.
Manage all phases of sourcing healthcare service provider(s) and supplier(s),ensuring accountability and efficiency.
Cost Containment:
Assisting in the decision-making process for cost-sharing mechanisms such as deductibles, copayments, and coinsurance, which impact the financial responsibility of beneficiaries.
Conduct cost and/or price analysis to safeguard against paying unreasonable prices and negotiate favourable business terms and conditions. Coordinate all legal terms and conditions with the appropriate corporate legal representatives.
Assist in producing budgets and cost reviews and ensure cost savings after reviewing the department’s information and data analysis available to enable the company’s operational efficiency.
Negotiation with Providers/Suppliers:
Identify cost-saving opportunities, foster competitive environments, and negotiate creatively to assure seamless availability of all medical and healthcare products and services to align with the company’s objectives.
Member Education:
Communicate benefit package details to members and stakeholders, ensuringclarity on covered services, any limitations and restrictions, and how to access and utilise the covered benefits effectively.
Health Technology Assessment (HTA):
Ensuring that the Section provides evidence-based assessments of healthcaretechnologies, procedures, and drugs to ensure their appropriateness, cost-effectiveness, and clinical benefit. This may include evaluating the value, safety,and efficacy of new interventions before inclusion in the benefit package.

What we’re looking for
Degree in Business Studies, Healthcare Management, BioMedical Science, PublicHealth, or equivalent.
1–3 years in a related field (healthcare, procurement, or benefits administration).
Work experience in a healthcare-related field is preferred.
Experience in conducting surveys and analysing data is necessary.
Experience in developing business proposals/plans, with healthcare-related experience being an added advantage.
Excellent organisational, interpersonal, creative, and achievement-orientated skills.
Excellent written and verbal communication skills in both English and Malay.
Able to cooperate and navigate ideas within a team is a fundamental must.
Capable of working independently with minimal supervision.
Skilled at managing multiple projects within tight timeframes.

Requirement

Proven experience in managing complex procurement projects and processes.
Strong understanding of sourcing strategies, negotiation techniques, and contract management principles.
