In alignment with the Ministry of Health Malaysia’s (MOH) commitment to strengthening healthcare delivery, ProtectHealth Corporation has been appointed to implement a comprehensive Non-Communicable Disease (NCD) Benefit Package. This initiative is designed to tackle Malaysia’s growing NCD burden—particularly diabetes mellitus (DM)—through an equitable, prevention-to-treatment continuum, with a focus on the B40 population.

This strategic initiative is to promote continuity of care by empowering family doctors as first-line coordinators for NCD management. The programme target to ensure early detection and timely intervention through regular monitoring (e.g., HbA1c, blood pressure) and personalized patient education. Fundus Photography for Diabetic Retinopathy Screening is one of the critical examination in Diabetes Mellitus (DM) patients to detect early signs of diabetic retinopathy—the leading cause of blindness in diabetics.

NCD PROGRAMME: 10 DISTRICTS REGISTRATION

The NCD Management Programme is a government healtcare initiative by the Ministry of Health for Malaysia’s low-income (B40) group, focusing on managing non-communicable diseases (NCDs) detected during health screening. This programme will offer providers the opportunity to support the community in obtaining a better outcome while managing their non-communicable disease (NCDs).

Malaysian citizens aged 40 and above who are a recipient of the Sumbangan Tunai Rahmah (STR) and their spouses will be eligible if they are newly diagnosed with NCDs – Diabetes Mellitus (DM). Once agreed to be enrolled onto the NCD Management Programme, the beneficiary can receive treatment at registered private clinics within the 10 designated districts, as listed below.

  2. Gombak, Selangor
  3. Hulu Langat, Selangor
  4. Petaling, Selangor
  5. Klang, Selangor
  6. Johor Bahru, Johor
  7. Kinta, Perak
  8. Timur Laut, Pulau Pinang
  9. Kota Kinabalu, Sabah
  10. Kuching, Sarawak

‎*Completed e-module Diabetic Retinopathy Screening Course by College of Ophthalmologists Malaysia for Optometrist and MO (must produce a certificate of completion as evidence as stated in the document requirement).
