
The PeKa B40 program and Skim Perubatan Madani (SPM) Program are now open for registration to new GPs who wish to participate and offer primary care services to eligible beneficiaries.

Skim Peduli Kesihatan PeKa B40 is a government healthcare initiative by the Ministry of Health for Malaysia’s low-income (B40) group, focusing on non-communicable diseases (NCDs). This also offers the opportunity for general practitioners to support the community in providing non-communicable diseases (NCDs) screening, with no specialized IT system required.
Malaysian citizens aged 40 and above who receive Sumbangan Tunai Rahmah (STR) and their spouses are automatically eligible, with no registration required. This program is available to GPs across the country.
- Skim Perubatan Madani (SPM) Program: Limited to 10 Districts.
Skim Perubatan MADANI is a Malaysian government initiative providing Acute Primary Care Services for the B40 group. Sumbangan Tunai Rahmah (STR) recipients can receive treatment at registered private clinics. Unlike the PeKa B40 program, the Skim Perubatan MADANI program is currently available in 10 designated districts, as listed below. GPs in these districts are encouraged to apply:
1. Wilayah Persekutuan Kuala Lumpur,
2. Gombak, Selangor
3. Hulu Langat, Selangor
4. Petaling, Selangor
5. Klang, Selangor
6. Johor Bahru, Johor
7. Kinta, Perak
8. Timur Laut, Pulau Pinang
9. Kota Kinabalu, Sabah
10. Kuching, Sarawak
Effective 26 May 2025, the Skim Perubatan MADANI (SPM) List of Services and Fee Schedule has been updated, mainly involving changes to the drug list and pricing.
Important Note:
- The revised prices are applicable for all visits and prescriptions effective from 12.00 a.m. on 26 May 2025 onwards.
- Any encounter date and time before 12.00 a.m. on 26 May 2025 will be reimbursed based on the previous fee schedule.
What Are the Requirements to Register as Our General Practitioner?
- Clinics must be registered as ‘General Private Clinic’
- Clinics registered as ‘Specialist Private Clinic’ and ‘Private General Medical Clinic with Aesthetic Services as area of interest,’ are exempted from participating in this program for now
- Medical Practitioners (Person in Charge) must be registered with the Malaysian Medical Council (MMC)
- Medical Practitioners (Person in Charge) must possess a valid Annual Practicing Certificate (APC)
- Clinic facility must be equipped with a telephone line, Internet access, computers and printers.
What Are the Documents Required to Register?
To assist your members with the registration process, here is an overview of the required copy of documents:
- Certificate of registration to operate private medical clinic (Borang B or F)
- Malaysian Medical Council (MMC) full registration certificate of the Person in Charge
- Current annual practicing certificate (APC) of the Person in Charge
- Proof of Bank Account (matching Clinic / Company name as per Borang B/F)
- License of Tenaga Atom for Clinic with X-Ray service (if applicable, only for Skim Periubatan MADANI)
