Management Programme
ABOUT THE PROGRAMME
The NCD Treatment Pilot Programme is an expansion of the Skim Perubatan MADANI initiative. The program focuses on the management of Diabetes Mellitus and other comorbidities including Hypertension and Dyslipidemia for the B40 income group. The purpose of the NCD Management program is to encourage early detection and treatment of NCDs as well as aid in the decongestion of public healthcare facilities.
For the time being, the programme is available in selected states and districts, which is aligned to the Skim Perubatan MADANI programme as shown below:
- Kuala Lumpur
- Selangor (Gombak, Hulu Langat, Petaling, Klang)
- Johor Bahru
- Perak (Kinta)
- Pulau Pinang (Timur Laut)
- Sabah (Kota Kinabalu)
- Sarawak (Kuching)

Procedure for Availing of the Benefits of SPM NCD Management Programme: If you are eligible, your PeKa and SPM doctor can assist you in enrolling in the programme
ELIGIBILITY
- Completed Benefit 1 Health Screening of the PeKa B40 programme at a participating General Practitioner Clinic at the 10 districts.
- Newly diagnosed with Diabetes.
- Not currently being treated for any existing diagnosed diabetes, hypertension, or dyslipidaemia.
BENEFITS
- Through this program, beneficiaries have access to early treatment of NCD which aids in preventing the development of NCD complications. The service is provided without charge to the beneficiary.

- Advantages of Participating in SPM NCD Management Programme
- Medical Practitioner Consultation (Minimum 4 follow-up visits: Initial, 3 monthly follow-ups, 6 monthly follow up and annual)
- Laboratories that are registered with SPM NCD Management Programme
- Rates and Methods of Payment: Partner General Practitioner Clinics are paid by capitation (by package) for each enrolled patient they care for.

- Conditions for GP Registration
- For the time being, the programme is only offered to select General Practitioner clinics in the 10 districts.
- For interested can register on PRIMIS starting from 1st August 2025
- Fully Online Registration Process
- Documents Required:
- MMC certificate
- Up-to-date Annual Practice Certificate
- Clinic Registered under Act 586 Private Healthcare Facilities and Services Act 1998 (CKAPS)
- To declare the clinic’s resident doctors & their MMC & latest APC
- Business bank account statement (Tally with the business registered name on CKAPS)
