About HSOP

The Hospital Services Outsourcing Programme (HSOP) is an initiative by the Ministry of Health Malaysia (MOH) to improve healthcare accessibility and quality. Starting from 18 July 2024, HSOP will outsource patients from MOH hospitals to private healthcare facilities (referred to as Panel Providers). This program aims to reduce patient congestion, shorten waiting times, and enhance healthcare service quality.

Patients are referred to HSOP from public MOH hospitals based on their medical needs and the availability of services at private facilities.

HSOP liaises with private healthcare providers to schedule appointments and ensure seamless patient transfer and service delivery.

  1. How can hospitals participate in the outsourcing initiative? 
    • Eligible Hospital Tentera, Private and university hospitals are invited to submit Requests for Proposals (RFPs) outlining their capabilities, expertise, and proposed service packages and fee.     • RFP stands for Request for Proposal. It is a formal document that invites qualified private healthcare providers to submit detailed proposals outlining their capabilities, expertise, and proposed service packages and fee for consideration in the Hospital Services Outsourcing Program.

The eligibility criteria encompass the ability to provide the specified services outlined in the project requirements.

  10. Is the application for participation in the RFP open to individual hospital branches, or is it exclusive to the headquarters (HQ) of healthcare institutions?
    • The RFP welcomes applications from both the headquarters (HQ) and individual branches of healthcare institutions. Entities can apply either through their central administration (HQ) or submit separate applications for each eligible hospital branch interested in participating in the project. The choice of application method, whether centralized or branch-specific, is at the discretion of the healthcare provider.

  11. Can a hospital apply for more than one service, or is the application restricted to a single service per hospital?
    • Applicants have the flexibility to apply for more than one service. Hospitals are not restricted to a single service; they can submit applications for multiple services based on their capabilities and interests.

  12. If the RFP process has been closed, can a provider still apply?
    • The possibility of applying after the RFP has been closed is considered minimal. It’s important to note that the RFP process for the project in 2024 is a one-time opportunity, and only those who have submitted applications during the open period are eligible for consideration.

  13. How should I organize and submit the Request for Proposal (RFP)?
    • The RFP should be meticulously organized clearly and logically, with each section appropriately labeled. It is imperative to ensure that your submission is complete and addresses all the stipulated requirements outlined in the Request for Proposal (RFP). The proposal should encompass the following key details:
    • Submission Checklist:
      • Ensure the submission is sent via email to [email protected]. The submission must consist of the following documents:
      • Cover Letter: From the panel provider specifying the services applied for in this RFP.
      • Request for Proposal (RFP): Include both MS Excel and PDF formats.
      • Copy of CKAPS Borang 4 or 7.
      • Copy of Hospital SSM.
    • Please verify that your submission is complete by referring to the submission checklist. Late submissions may be deemed non-responsive, and ProtectHealth may not be obligated to further engage with your organization in the RFP process.
    • Note: All responses and supporting documentation shall become the property of ProtectHealth Corporation and will not be returned.

  14. Where should I submit the Request for Proposal (RFP) for Nuclear Medicine (PET Scan)?
    • The RFP should be emailed to [email protected]. Commencement of Hospital Services Outsourcing Programme (HSOP) Implementation

We are pleased to announce that the Hospital Services Outsourcing Programme (HSOP) has commenced on 18 July 2024! This programme involves the outsourcing of patients from MOH Hospitals to Private Healthcare Facilities & Services and Private Medical Centers under the University Teaching Hospital (Panel Providers). 

 For this implementation, Person-In-Charge (PIC) both from the Ministry of Health (MOH) and Panel Providers have full access to the Hospital Services Outsourcing System (HSOS). To ensure seamless execution of the HSOP, ProtectHealth will be organizing Open Day sessions for both MOH and Panel Providers.
