The Ministry of Health (MOH) has allocated more than RM 100 million for the implementation of MOH hospital patient outsourcing to Private Healthcare Facilities & Services involving surgical, non-surgical and diagnostic imaging services in the 2024 health budget. Hospital Services Outsourcing Program for the year 2024 will focus on three main objectives which are to reduce waiting time, reduce congestion and improve services at the MOH facility.
In order to achieve the objectives, ProtectHealth Corporation Sdn. Bhd (ProtectHealth), a company under the Ministry of Health, will be the strategic partner that implements outsourcing. Allocations will be given to hospitals according to workload, needs, and waiting time to meet the objectives. This year, the outsourcing will started by focusing on four (4) services namely:
The event aims to provide information and guidelines on the outsourcing of patients from Ministry of Health hospitals to private healthcare facilities (KPJKS) in Sabah and Sarawak for surgical, non-surgical, and diagnostic imaging services, as per the 2024 health budget.
The program focuses on reducing waiting times, alleviating congestion, and improving services at MOH facilities by outsourcing specific services to private healthcare facilities.
Hospital outsourcing involves partnering with external service providers to handle specific functions or processes within a hospital. This can lead to cost savings, increased operational efficiency, improved service quality, and access to specialized skills. In the context of this program, certain healthcare services will be outsourced to private facilities.
Medical Development Division (Bahagian Perkembangan Perubatan) of Ministry of Health is overseeing the program and ProtectHealth Corporation Sdn Bhd, a company under the Ministry of Health, is the strategic partner overseeing implementing the outsourcing program. Allocations will be distributed to states and hospitals based on workload, needs, and requests waiting time to achieve the program’s objectives.
The initial outsourcing focus for the year includes Cardiothoracic, Cardiology, Radiology & Imaging, and Nephrology services:
a. Cardiothoracic (CTC) Surgery
b. Cardiology
c. Radiology
d. Nephrology
The focus for Sarawak includes Arteriovenous Fistula (AVF), Percutaneous Coronary Intervention (PCI), Exercise Stress Test (EST), Holter monitoring, MRI, Ultrasound, and CT Scan. In Sabah, the focus will be on CT Scan, MRI, and MRI Cardiac. Therefore, in this RFP session, panel providers are invited to submit services based on the specific needs of each state.
Eligible private and university hospitals are invited to submit Requests for Proposals (RFPs) outlining their capabilities, expertise, and proposed service packages and fee.
RFP stands for Request for Proposal. It is a formal document that invites qualified private healthcare providers to submit detailed proposals outlining their capabilities, expertise, and proposed service packages and fee for consideration in the Hospital Services Outsourcing Program.
Proposals will be evaluated based on predefined criteria, including experience, qualifications, proposed services, and cost-effectiveness.
ProtectHealth anticipates benefiting up to approximately 30,000 patients through the program in 2024. The initiative aims to enhance the delivery of healthcare services.

The project is set to commence on 1 July 2024, and is expected to conclude by end of October 2024.
Entities eligible to apply for involvement in the project are healthcare providers that possess the necessary qualifications and hold a valid license under Cawangan Kawalan Amalan Perubatan Swasta (CKAPS). The eligibility criteria encompass the ability to provide the specified services outlined in the project requirements.
The RFP welcomes applications from both the headquarters (HQ) and individual branches of healthcare institutions. Entities can apply either through their central administration (HQ) or submit separate applications for each eligible hospital branch interested in participating in the project. The choice of application method, whether centralized or branch-specific, is at the discretion of the healthcare provider.
Applicants have the flexibility to apply for more than one service. Hospitals are not restricted to a single service; they can submit applications for multiple services based on their capabilities and interests.
The possibility of applying after the RFP has been closed is considered minimal. It’s important to note that the RFP process for the project in 2024 is a one-time opportunity, and only those who have submitted applications during the open period are eligible for consideration.
The RFP should be meticulously organized in a clear and logical manner, with each section appropriately labelled. It is imperative to ensure that your submission is complete and addresses all the stipulated requirements outlined in the Request for Proposal (RFP). The proposal should encompass the following key details:

c. Copy of CKAPS Borang 4 or 7.
d. Copy of Hospital SSM.
